WHY THE THEME?
The National Health Insurance Scheme was introduced in Ghana in 2003 with the enactment of Act 650. Significant achievements have been made since the introduction of the scheme in terms of subscriber enrolment, establishment and operation of district schemes and patient attendance at the various health facilities.
However, the scheme has been facing several challenges including delayed reimbursement of claims, fraudulent practices, and poor quality of services, delay in processing and submission of claims, inadequate health professionals and lack of essential medical supplies. These have serious implications for the sustainability of the scheme.
Health Services Administrators play a key role in the implementation of the policy at the facility level. Together with other managers have responsibility for the efficient management of the health institution.
A clearer understanding of the policy and the efficient discharge of their responsibilities will in no doubt improve the implementation of the scheme. As part of its continuing education programme, a 3-day annual conference is being held to discuss the policy and other topical issues in the health sector.
